Matt Davies, Vice President of Information Technology

 

Matt Davies is a cryptographer and programmer who has designed and implemented fault-tolerant, high-availability, high-security client server applications, as well as highly secure multi-tiered distributed computing environments.

 

 

He has experience in multiple programming languages and operating systems. He has advised corporations on purchasing decisions for IT hardware and software, interviewed, hired, and managed IT employees, wrote procedures governing root key generation ceremony, and has implemented multiple Internet applications.

 

He is knowledgeable in hardware encryption devices from NetOctave, nCipher and Chyrsalis-ITS.  Matt has set up and supported Wells Fargo’s PKI backup recovery site using Baltimore Technologies UniCERT Certificate Authority, designed, implemented, and troubleshot small and large-scale network networks.

 

He has been Senior Systems Administrator, MGB, Ltd, at Hill Air Force Base, Utah where he supported Oracle and MySQL installations, including design, administration, and DBA responsibilities, secured and maintained server integrity according to Air Force & DOD security guidelines, participated in government Change Control Board regarding contract software, designed fault-tolerant systems to support mission-critical Air Force logistics applications, integrated systems into Defense Logistics Agency to pass data automatically and transparently, and administered Tomcat and Apache installations.
He was Senior Administrator / Programmer, at Perimeter Labs, Inc. where he was team leader for developing highly secure client / server applications focused on creating and storing forensically viable data. 

 

He has also been Senior System Administrator, ARCANVS, Inc., where he researched and implemented public key infrastructure, computer security, computer use policy, operating systems, and high-availability services, designed and implemented multi-tier distributed computing architecture, wrote root key generation ceremony script and guidelines, and liaised with business side of the business and educated salespersons on product capabilities.  

 

 
The central idea of PatientCentral is connectivity, yet connectivity poses a number of challenges in view of HIPAA regulations and privacy in general. In order to protect the very large flow of information we envision, Matt Davies was engaged to provide the secure backbone for communications between patients, nurses, physicians, and others who will use MyHealthArchive, in compliance with HIPAA standards.
